Warrant Committee reviews Blue Book process, sets Town Meeting logistics.

DOVER — Warrant Committee approves prior minutes and reviews FY2027 Blue Book process. Chair Woodrow Weiss reported the Blue Book working group, including Finance Director Chris Costello and Communications Assistant Suzanne Hilts, completed a significantly smoother FY2027 process with printing costs at half the prior year, though a printer error produced a white cover instead of blue. The Committee identified process improvements for next year, including firm departmental submission deadlines and requiring a physical proof copy before final production.

Weiss announced he will convene the guidance letter working group in late May or early June to plan departmental presentations, key performance indicator processes, and budget guidance, noting that feedback on liaison and KPI programs from departments, town administration, and the Board of Selectmen has been uniformly positive.
