Dover Warrant Committee advances $47.2 million FY2027 budget and capital projects totaling over $1 million. Chair Woodrow Weiss convened seven members who voted unanimously on the operating budget (with Vice Chair Gavin Koo recused from the Council on Aging portion due to conflict), approving $218,362 for the General Stabilization Fund, $200,000 for an update to the Dover Master Plan, and $800,000 from free cash to reduce the tax rate. Finance Director Chris Costello noted the town's OPEB liability has reached 70 percent funding, exceeding the Board of Selectmen's 65-70 percent target and supporting Dover's AAA bond rating.
Only one substantive dissent emerged: Koo voted no on a $60,000 Climate Action Plan article, citing budget pressures, though five colleagues joined him in approving the article conditioned on the Sustainability/Climate Committee confirming dual-project capacity.
