DOVER — Warrant Committee unanimously recommends approval of Site Plan Review bylaw amendments ahead of May 4 Annual Town Meeting. Chair Woodrow Weiss and Planning Board Chair Carol Lisbon detailed changes to zoning code sections 185-5, 185-9, 185-10, 185-36, and 185-40, including exemptions for pools, sheds, garages, and sports courts under 1,015 square feet in residential districts and formalized requirements for accessory structure setbacks and abutter notification. The committee voted 8-0 to support Article 19, expecting the revisions will reduce Partial Site Plan Reviews by 50 to 75 percent while addressing concerns about noise impacts from pickleball courts and bringing the Schedule of Use into alignment with 2025 ADU amendments.
