DOVER — Warrant Committee approves $3M surplus and acquisition of ClearGov budget software. Finance Director Chris Costello presented FY2026 end-of-year budget transfer requests addressing departmental shortfalls in legal services, IT infrastructure, community center operations, snow and ice removal, and ambulance staffing; the committee approved them unanimously. Costello reported the general fund carries a preliminary surplus of approximately $3 million before final warrants are processed and noted the Finance office will implement monthly budget monitoring beginning in FY2027.

The town acquired ClearGov, a cloud-based platform with automated digital budget generation, personnel budgeting modules, and multi-year financial forecasting capabilities, targeting operational status by the FY2028 budget cycle.
