Planning Board approves garage expansion, modifies accessory-use decision.

DOVER — Planning Board approves two preliminary site plans with mixed results. The board unanimously backed Lawrence A. Gordon's 2-car garage at 38 Mill Street, 5-0-0, incorporating a condition barring lighting spill onto neighboring properties after abutter Benjamin Taylor raised concerns.

In a 3-2 split, the board also approved Peter Heiland's request to modify a second-floor use at 20 Haven Street from storage to finished office and beverage space with a full bathroom and balcony, over objections from Members Valerie Lin and Nick Boehm, who questioned whether the design amounted to an accessory dwelling unit. Chair Carol Lisbon and Vice Chair Jody Shue voted to approve both applications. The board continued the preliminary site plan review for an accessory dwelling unit at 18 Meadowbrook Road to February 23, 2026.
