DOVER — Personnel Board approves prior minutes, begins review of compensation system overhaul. Robin Tusino, Director of HR, presented comparative salary data from nine neighboring towns and outlined a proposed expansion of the grade structure from five to approximately 10 grades, with steps increasing to 12 and three percent movement between steps. Several positions currently below the 60 percent market target benchmark need revision to improve recruitment competitiveness.

The estimated financial impact of adjustments is projected at $100,000 to $200,000 effective July 1, subject to further refinement and Town Administrator review. The Board also addressed upcoming vacancies: Juris Alksnitis is expected to depart by June 30, 2026, and Robert Seiler's term ends the same date, though Seiler agreed to continue through December 31, 2026, to help sustain continuity.
