DOVER — Personnel Board approves FY27 compensation schedule with ten-grade structure. The board unanimously adopted the new framework developed by Capital Strategic Solutions, expanding the step system from 10 to 12 steps with approximately 3 percent increments between steps and targeting the 60th percentile of market comparisons. Director of Human Resources Robin Tusino said the structure aligns with market realities and will keep the town competitive.

The implementation cost is approximately $64,000, and all employees transition July 1, 2026, with only one individual redlined at their current rate of pay.
