Dover Board of Appeals approves barn project, short-term rental permit

Dover board approves barn project for Strawberry Hill Street. The Board of Appeals unanimously granted a special permit to Zeal Dover, LLC to construct a show-horse barn and manager's house on Strawberry Hill Street, modifying a 2021 permit that expired unused. In the same meeting, the board unanimously approved a two-year short-term rental permit for Amberly and Gregory Karelitz at 23 Church Street, beginning May 10, 2026, subject to nine conditions including AirBnB-only bookings, no pets, no marijuana, and a 180-day annual cap.
Karelitz is temporarily relocating to New York for business. The board also approved prior meeting minutes and began reviewing application fees, which have remained at $150 since 2001.
